Thomasenia ("Tommie") Duncan

Joined the Board in 2020. Tommie is the Panel Executive for the U.S. Judicial Panel on Multidistrict Litigation, functioning as the Panel’s chief executive and chief legal officer supporting the Panel of seven federal judges who are appointed by the Chief Justice of the U.S. Supreme Court. After starting her legal career in private practice at Covington & Burling, LLP, Tommie focused her career on leading government and nonprofit legal offices including as General Counsel of the Federal Election Commission, General Counsel of America’s Promise – The Alliance for Youth, and General Counsel of the Corporation for National and Community Service. Tommie also has taught law courses at the District of Columbia School of Law (where she was a founder of the HIV/AIDS Legal Clinic) and at Georgetown University Law Center. As President of the D.C. Rape Crisis Center Board, founding Board member and Vice-Chair of the Washington Area Women’s Foundation, and most recently as Vice-Chair of the Academy of Hope Adult Public Charter School Board, Tommie is an active leader in DC’s nonprofit community. Parent of Hunter '22
